USPS sent out an email saying:
As communicated first in May 2011, outdated versions of the Web Tools Domestic Rate Calculator API (Rate and RateV2) will be retired on March 31, 2012. At that time, requests to the Rate and RateV2 APIs will result in error message responses.
If you have a web store that may be using the USPS shipping module, your rates may no longer be working due to USPS retiring their old system. We are happy to offer an updated patch that works with their new system for $40. If you need this patch, please email us and we will get an order going for you ASAP.
